On April 28th Saturn will be the closest and brightestin the sky.

I am not into predicting hard and fast dates. The person who put this up (probably William Stillings) made sure that astrologically it would be placed in that consideration. Perhaps to get people to look into it further. The Cult of Saturn is behind all of this anyway.
